In 1946 he was born in the city of Ayagoz, Semipalatinsk region. In 1965 he graduated from the Ayaguz secondary Kazakh school and entered the Moscow Electrotechnical Institute, and in 1970 he graduated from KazPTI named after Lenin in the specialty of power supply to industrial enterprises and cities was qualified as an electrical engineer. In 1980, he completed postgraduate studies at the Moscow Power Engineering Institute, and in 2000 he defended his doctoral dissertation in the field of electrical engineering, systems and their management. He began his career in the Karaganda plant of asbestos-products as an electrical engineer. From 1971 to 1981 he worked as an assistant, senior lecturer, associate professor at the VTUZ plant, from 1981 to 1991 he worked as head. Department in Kazakh Agricultural Institute, from 1991 to 2000 he worked in the system of the State Standard of the Republic of Kazakhstan. Currently, I continue to work in the higher education system of the Republic of Kazakhstan.
