Rosa Baishevna was born in the city of Guryev. Her father was transferred to Alma Ata, and in 1961 she graduated from secondary school No. 16 in Alma Ata with a silver medal. After graduating from the Faculty of Physics and Mathematics of KazPI named after Abai in 1966, she was hired at the Kazakh Research Institute of Forensic Examinations in the Laboratory of Physical Research Methods. In 1972, she entered graduate school at the All-Union Research Institute of Forensic Examinations. Her supervisor was an outstanding scientist in the field of criminology and forensic examination, Doctor of Law Vitaly Stepanovich Mitrichev. Upon graduation, she successfully defended her PhD thesis in the specialty 12.00.09 – criminal procedure, criminalistics, theory of operational investigative activities on the topic "Forensic examination of physical evidence by electron microscopy methods", the diploma of Candidate of Law sciences was approved by the Higher Attestation Commission of the USSR Law No.000636 dated March 22, 1978. Later she published the monograph "Methods of electron microscopy in forensic examination". After returning to KazNIISE in 1977, she headed the Department of Physical Research methods. By the decision of the Higher Attestation Commission of the USSR dated January 16, 1980. Tapalova R.B. He was awarded the academic title of Senior Researcher at CH No. 016874. The next stage of R.B.
