Autobiography

Assel Izbassova - PhD, Associate Professor of the Department of Criminal Law, Criminal Procedure, and Forensics at Al-Farabi Kazakh National University. In 2004, she graduated from the Law Faculty of the Kazakh Humanities and Law Academy with a degree in Jurisprudence. From 2004 to 2006, she studied in the research and pedagogical master’s program at KazHLU. In 2019, she earned the academic degree of Doctor of Philosophy (PhD). Asel Boranovna Izbasova’s dissertation titled “Forensic Support for the Investigation of Official and Corruption-Related Crimes” was submitted for the academic degree of Doctor of Philosophy (PhD). The relevance of the research topic lies in the fact that an analysis of historical practice and international experience shows that corruption can be brought under the control of the state and society and significantly reduced through well-considered and balanced policies. The effectiveness of combating corruption in the public civil service system requires strict legal regulation of officials at all levels, with maximum limitations on opportunities for subjective discretion. A long-term, large-scale anti-corruption policy of the state must rely on diversified anti-corruption legislation with a wide range of legal norms possessing preventive potential. In this regard, a comprehensive study of the criminal-law, state-law, procedural-law, and organizational aspects of methods and tactics for investigating corruption and official crimes, as well as the law-enforcement practice of the Republic of Kazakhstan in combating such crimes, was required. She is the author of more than 30 scientific and educational-methodological publications, a monograph, and several textbooks. Her scientific interests include issues of criminal law.
