Tilepbergenov Orinbasar Nusipaliyuly studied at the Faculty of Law of Al-Farabi Kazakh National University from 1997 to 2001. That same year he enrolled in the master's program of the Department of Criminal Law and Criminology, and in 2003 he graduated with honors from that department's master's program in criminal law and criministics. In 2003 he received the academic degree of Master of Laws. In 2003, he entered the graduate school of the Faculty of Law, and on July 1, 2010, he successfully defended his master's thesis at the joint dissertation council of the Faculty of Law, Al-Farabi Kazakh National University, on the topic "Crime Insurance - an integral part of criminal policy" was successfully defended at the joint dissertation council of the Faculty of Law, Al-Farabi Kazakh National University on July 1, 2010. On May 8, 2011, by the decision of the Higher Attestation Commission of the Ministry of Education and Science of the Republic of Kazakhstan, the scientific degree of Candidate of Law was awarded. Since 2010, he has held the position of Associate Professor and Senior Lecturer in the Department of Criminal Law, Criminal Procedure and Criministics. He lectures on Criminal Law, Contemporary Criminal Policy, and Criminology. He can lecture in Kazakh and Russian. From 2002 to 2004, O.N. Tлепбергенов was the host of the “Azamat” program at ‘Khabar’ JSC and the “XXI Century Leader” He was the scriptwriter and editor for the programs “Only Law” and “Just Law.” From 2011 to 2013, he hosted the economic talk show ‘DAMU’ on the “Kazakhstan” channel. In 2002-2003, he was the recipient of a special scholarship from the Union of Judges of the Republic of Kazakhstan. Member of the Journalists' Union of Kazakhstan.
