Born on August 9, 1956, in the city of Talgar, Almaty Region. He graduated from Talgar Secondary School No. 1 in 1973. During 1973–1974, he worked as a laborer in the construction brigade of the “Alma-Ata” collective farm (Talgar District). From 1974 to 1979, he studied at the S. M. Kirov Kazakh State University. From 1980 to 1988, he worked at the Kazakh Research Institute of Forensic Examinations of the Ministry of Justice of the Kazakh SSR, first as a laboratory assistant, later as an expert, junior researcher, senior researcher, and since February 1986, as Head of the Department of Trace Evidence and Forensic Ballistics. From 1982 to 1984, he studied in the full-time postgraduate programme of the All-Union Research Institute of Forensic Examinations of the Ministry of Justice of the USSR (Moscow), where on November 20, 1984, he defended his candidate’s dissertation titled “Trace Examination of Mechanical Damage to Clothing.” In 1988, he won a competitive selection and joined the S. M. Kirov Kazakh State University as Associate Professor of the Department of Criminalistics, while continuing part-time work at the Kazakh Research Institute of Forensic Examinations as a leading researcher during 1988– 1994 and 2002–2011. From 1994 to 1997, he studied in the doctoral programme at KazGU in Almaty. On February 5, 1998, he defended his doctoral dissertation titled “The Role of Forensic Examination in the Qualification of Crimes.” The academic degree of Doctor of Law was awarded in January 1999. From September 1999 – Professor of the Department of Criminalistics and Forensic Examinations; from September 2000 to August 2011 – Head of this Department. From September 2011 to August 2014 – Professor of the Department of Civil Law, Civil Procedure, and Labour Law of the Faculty of Law of Al-Farabi Kazakh National University. From September 2014 to August 2019 – Professor of the Department of Political Science and Law of T. Ryskulov New Economic University. From September 2019 to August 2021 – Professor of the Department of Operational-Investigative Activities at the Almaty Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan. From September 2021 to the present – Professor at Narxoz University, School of Law and Public Administration, Law Academic Programme. From 2008 to 2013 – Independent Director of the Board of Directors of the Kazakhstan Mortgage Company, Almaty. The academic title of Professor was awarded in 2001.
