Bishmanov Kakimzhan - born in 1958, Kazakh, graduate of the Almaty Energy Institute (1980), Associate of the Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan (1998), the US Police Academy (Louisiana - 2001, antiterrorism), and also D.A. Kunaev University (2003). In 2001, he defended his Candidate of Science dissertation at Al-Farabi Kazakh National University. He was awarded the academic title of Associate Professor in 2003 and Professor in 2010. Since 2010, he has been an academician of the International Academy of Informatization. Since 2018, he has been a member of the Dissertation Council of the Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan. Under his scientific supervision, three PhD dissertations have been successfully defended. Speaks Kazakh (native) and Russian fluently; German and Turkish with a dictionary; and French at B2 level (intermediate). K.M. Bishmanov is a member of the Public Council on Countering Corruption of the Nur Otan Party in Almaty and the Public Council on Cooperation with Non-Governmental Organizations under the Akim of Almaty. He is also the President of the Public Foundation “Center for the Study of Problems of Terrorism and Extremism in the Republic of Kazakhstan” and the Head of the “Club of Leaders of Religious Associations” in Almaty. He is the author of more than 140 scientific works, including 18 monographs and textbooks. His main publications include “Licensing and Permitting System of the Republic of Kazakhstan”, “Financial Law of the Republic of Kazakhstan”, “Management of Internal Affairs Bodies in Special Conditions”, “Handbook of the District Police Inspector”, “What is Religious Extremism?”, “Non-Traditional Religious Movements”, and others. He holds 7 certificates of authorship. K.M. Bishmanov has received over 100 awards, including the medal “For Excellent Service in the USSR Ministry of Internal Affairs,” the badge “25 Years of Kazakhstan Police,” commendations from the Ministry of Internal Affairs and the Academy of the Ministry of Internal Affairs, medals “For Impeccable Service” (I, II, III degrees), “Veteran of the Ministry of Internal Affairs” medal, “Elita” medal, the “75 Years of the Panfilov Division” jubilee medal, the medal named after “Hero of the Soviet Union, People’s Hero, General of the Army Nurgali Nurmagambetov,” the Gold Medal of Akhmet Baitursynov, the “Alǵys” medal from the Metropolitan of Astana and Kazakhstan and among others.
