Born on 05.11. 1962, Dzhambul region. Doctor of Law (2005), Professor (2006), Academician of the National Law Academy (2021), Academician of the Petrovsky Academy of Sciences and Arts (May 19, 2025) (St. Petersburg, Russia). Graduate of KazNU in 1984. Since 1984, he has been working at KazNU named after al-Farabi. Head of the scientific department for the study of legal education, legal culture, and legal education. She has trained eighteen candidates of Law and seven PhD doctors. He is the author of more than 200 scientific papers. Including seven monographs (two by himself, five co–authored), 35 textbooks and teaching aids in Russian and Kazakh, 4 legal terminological dictionaries in Russian and Kazakh, more than 30 articles in foreign publications, 11 articles in scientific publications indexed by Scopus, the Hirsch index - 6; 50 articles in journals recommended by COXON EOM RK. Head of the author's team of the textbook "Fundamentals of Law" for grades 9-11 of secondary schools in Kazakhstan. Participates in the implementation of fundamental research. In 2023-2025, co-head of the grant research topic AP 19678348 "The Collapse of the Russian Empire and the revival of Kazakh statehood: historical and legal analysis". In 2025-2027, he is the executor of the scientific program for targeted financing of the Human Rights Foundation BR27101389 "Introduction of artificial intelligence tools into the legislative process of the Republic of Kazakhstan to optimize and increase the efficiency and transparency of legislation." Winner of state awards. In 2005 - "The best university teacher. In 2021, the Grand Gold Medal "Al-Farabi atindagi KazUU damuyna koskan airyksha ulesi ushin" was awarded.
