Pen’kov Fedor Mikhailovich, born in 1956, Russian, citizen of the Republic of Kazakhstan, graduated from the Special Faculty of MEPhI in 1979 with the qualification of "engineer-physicist" in the specialty "theoretical nuclear physics". From 1979 to 1982 he studied in the graduate school of MEPhI based on the Department of Theoretical Physics named after I.E.
