Born on January 16, 1977; born in Moyinkum district of Zhambyl region of the Republic of Kazakhstan; married, has three children Higher education, graduated from Almaty State University named after Abai in 1998, Faculty of International Relations, specialty – political Science; Doctor of Political Sciences, Associate Professor (Associate Professor) Departments of Political Science and Political Technologies of Al-Farabi Kazakh National University 09/01/98 - until 02/01/2010 senior lecturer, Acting Associate Professor of the Department of Theoretical and Applied Political Science and Sociology of Abai KazNPU. 02/01/2010-08/31/2011 - Acting Head of the Department of Theoretical and Applied Political Science and Sociology of Abai KazNPU. Since 09/01/2011, he has been a professor at the Department of Political Science and Political Technologies at Al-Farabi Kazakh National University (KazNU – Kazakh National University)
