Laura Zhalgasovna Ashirbekova, born October 1, 1980, in Kyzyl-Orda. She graduated from the Kazakh National Agrarian University with a degree in economics and management in the agricultural sector in 2002. In 2006, she completed her postgraduate studies at Al-Farabi Kazakh National University in Economics and Management of the National Economy. In 2010, she defended her PhD dissertation on the topic: Separation of Powers between Public Administration and Local Self-Government. Since 2004, she has been working at Al-Farabi Kazakh National University. In 2013-2014 and 2020-2021, she served as Deputy Head of the Department of Research, Innovation, and International Relations in the Management Department at HSE. She has published over 80 scientific and educational works, and is a co-author of three textbooks and two monographs. She has 22 years of research and teaching experience. She led the GF 2021-2023 project: Strengthening State Regulation of the Social Sphere in the Post-Pandemic Period. She is the responsible executor of the GF 2024-2026 project.
