I, Spanov Magbat Uarysbekovich, was born on July 15, 1964 in Barnaul (Russia). In 1981, after graduating from high school number 84 in Almaty, he entered Kazakhstan State University. S. Kirov at the Faculty of Philosophy and Economics, Department of Political Economy, which he graduated in 1989 with a degree in economics, a teacher of political economy. In 1982-1984 He was in active military service in the Soviet Army. After graduating from university in 1989 to 1992. worked at the Institute of Economics of the Academy of Sciences of the Republic of Kazakhstan as an economist, junior researcher. From 1992 to 1994 He worked at the Kazakhstan Institute of Strategic Studies under the President of the Republic of Kazakhstan as a senior researcher, acting scientific secretary. From 1994 to 2010 he worked at the Institute of Development of Kazakhstan - Academic Secretary, Vice- President, and since 2000 - President of the Institute. In 1995 he defended his thesis on economics on the topic: “Conversion of the defense complex in the transition to a market (on materials of the Republic of Kazakhstan) (specialty 08.00.01.). From 1995 to 2007 he was the chief editor of scientific journals - “Transit Economy”, “Eurasian community: society, politics, culture”, “Sayasat-policy”. In 1998 he was awarded the State Youth Award "Daryn" for high achievements in the field of science. In 2001 he defended his doctoral thesis in economics on the topic: “Economic security of Kazakhstan (theoretical and methodological foundations and implementation mechanism)” in the field of 08.00.01. and 08.00.05.
