Education. In 1982, she graduated with honors from the Faculty of Law of the Kazakh State University named after S. M. Kirov. In 1986, under the supervision of Professor S. B. Baysalov, she defended her Candidate of Legal Sciences dissertation on the topic “Legal Protection of Atmospheric Air in the Kazakh SSR.” In 1996, she defended her doctoral dissertation titled “Environmental Legislation of the Republic of Kazakhstan.” In 1998, she was awarded the academic title of Professor. Professional Experience. Her professional career has been closely connected with the higher education system. From 1982 to 1997, she worked as a lecturer at the Faculty of Law of KazSU. From 1997 to 1998, she served as an employee of the Security Council under the Administration of the President of the Republic of Kazakhstan. From 1998 to 2002, she was Head of the Department of Natural Resources and Environmental Law at the Faculty of Law of KazNU. From 2002 to 2024, she served as Dean of the Faculty of Law at Al-Farabi Kazakh National University. Currently, she is a Professor at the Department of Customs, Financial and Environmental Law. Under the leadership of D. L. Baideldinov, the Faculty of Law established bilateral agreements on scientific, academic, and methodological cooperation with more than 80 universities worldwide, including 15 universities ranked among the top 100 globally. Research Focus and Publications. D. L. Baideldinov’s scientific interests lie in the field of environmental law. His major contribution to legal science is the justification of environmental protection law as an independent branch of law in Kazakhstan. Key works include: “Environmental Legislation of the Republic of Kazakhstan” (1995), “Legal Liability for Environmental Offenses” (1993), “State Legal Mechanism of Environmental Management” (1998), “Legal Issues of Reforming the Environmental Legislation of the Republic of Kazakhstan” (1998), “Environmental Law of the Republic of Kazakhstan” (2004), among others. Professor D. L. Baideldinov substantiated the need to codify environmental legislation into a unified normative act — the Environmental Code of the Republic of Kazakhstan.
